Plow bolts: 

Feature a countersunk, flat head, square neck, and unified thread pitch. 

Commonly used in road/motor graders, and other heavy-duty industrial equipment applications

Hex bolts:

Characterized by hexagonal head shape with tighter tolerances.

They require installations with a wrench.
